Sir,

I am commanded by my Lords Commissioners of the Admiralty to acquaint you, for the information of the Lords Commissioners of Her Majesty's Treasury, that the Naval Commodore at Hong Kong has hitherto occupied a bungalow at the Peak near that place during the hottest months of each summer.

This bungalow is the property of the Admiralty and stands on ground held by this Department on leasehold of $1 a year for 75 years from 24th June 1878, but being constructed of wood, the building, owing to the ravages of the white ant and the damp climate of Hong Kong, has fallen into complete disrepair and is now reported by the Deputy Inspector General of Hong Kong Naval Hospital to be unfit for habitation.

My Lords hesitate to incur the cost of a new bungalow, estimated at £2000, and propose in lieu thereof to award to the Commodore Lodging Allowance of £3.3.0 a week during the hottest period of the year (not exceeding 22 weeks) in order that he may provide himself with a residence, no extra items beyond the bare lodging Allowance to be entertained.

I am to invite the assent of their Lordships of the Treasury to this proposal.
